The first thing I’d try is just sitting on the floor with her, or lay down, and let her come to you. Don’t grab her right away. Try having treats for her, toys, etc. Use a calm voice. A high pitched voice can get a dog or puppy excited. Do this for a bit…couple days maybe. Then work up to petting where you are holding her close a little and go from there. Just don’t restrain her if it seems like she doesn’t want to be held. That’ll just kill her confidence with you.

I’ve been able to get dogs that are suppose to be scared of men to come up to me and let me pet them simply because I sat down and didn’t look at them directly. When you are standing and leaning toward, focused on them, a dog can view that as threatening.

I have an 8 year old Chihuahua and he was the same way the first time I brought him home. Although he was 5 at the time he freaked out when I tried to pick him up.

I would say that you need to have a little more bonding time with her.
It could also be the way you are holding her. Chihuahuas are extremely sensitive around the armpits. And mine is a little scared of heights so make sure when you pick them up that they are close to your body. One hand on the butt for support and another snug around their upper torso.

If you repeat this process, picking her up, and then giving her a treat, toy, and praise. She will soon associate pick up = something good for her and the happiness of your tone! Just have patience, stick to it, and eventually she’ll get the message. It took only took 15 minutes for my dog to catch on.
