I think you should feed your chihuahua wet dog food. Don’t give him table scraps, chocolate or any sweets because dogs can get diabetes too. Also make sure you are not buying any recalled dog food.
Pedigree makes a dry food that is made specifically for little dogs, I think it is called small bites, the kibble is smaller than just plain food so that your little guy can eat it easier. I used it for my Jack Russel and he loved it.
I think it only depends on what the dog will eat. My chihuahua gets Science Diet Little Bites and he loves it, he is a heathy weight and his coat is shiney I love the Science Diet brand. Also it is easy for him to eat but also crunchy enough to keep his teeth pearls.
A vet I used to work for only ever recommended Purina brand dog food. Off brands have so much filler and no nutrients so the animals do not get what they need and they poop a lot!
Also, please do not rely on a strictly wet diet. So many small animals have teeth problems because people don’t think small animals can chew large dry food. The problem with this is that the dry food also helps to clean teeth. If you give wet, make it a once daily treat and feed your small dog small bite dry food.
Almost all foods that are purchased in grocery stores, wal mart, etc. are really not good dog foods, even name brands like Purina. Science Diet is sold by a lot of vets and is pricy, but not a good dog food. Look for ingredients that do not include wheat, corn, no by products. I feed my dogs premium dog food with human grade ingredients. These ingredients are lamb, brown rice, carrots, sweet potatos, fish and no preservitives or dyes. Some premium dog foods are, Solid Gold, Wellness, California Natural, Evo, Natural Balance. These usually cannot be purchased even at Petsmart. I order my solid gold on line. Hope this helps.

I have a Chihuahua and she loves a food called "Raw Instinct" Grain-free nutrition for dogs. It is a dry kibble but is coated in dried raw meat so they get a lot of the nutrition you can only get from raw food but is safer to handle if you are concerned about bacteria (especially if you have children or anyone immuno compromised around). It is also not too expensive compared to a lot of the upper end dog foods. It is only availible through specialty dog stores and not in grocery stores.
Whatever type you get make sure it has almost no grains, fillers, or other additives that can cause excessive weight gain, heart problems, etc… I also Suggest that you by a brand where the meat comes out of New Zealand because they have some of the highest meat standards.
Be careful what you hear from your vet because a lot of them are endorsed or greatly supported by different dog food brands so they may be biased on their advice. Try going to a specialty dog-food store and talking with the staff, or a pet nutritionist (expensive but worth it)
Lastly, I suggest you get some fish oil to put in your dogs food to help general health, but especially protect the chihuahuas skin condition because they are prone to having issues with it.
